Tesoro to Buy Western Refining - Tesoro Corporation (NYSE:TSO) (San Antonio, Texas) is buying El Paso-based Western Refining Incorporated (NYSE:WNR) for $4.1 billion in a transaction that adds three new facilities to the company's portfolio. (Fuel Fix)
