Guangxi Plans to Build Internationalized Large-Scale Petrochemical Base

The mid to long-term development planning for petrochemical industry along the coastal area of Guangxi Region passed an evaluation recently. According to the plan, Guangxi will build an internationalized large-scale petrochemical base along the coastal area from Qinzhou to Beihai though the construction of crude oil refineries and petrochemical plants along the coast over the next 10 to 20 years.

Guangxi Region will be focused on the construction of national-level petrochemical plants integrated with refineries at Qinzhou, and finally establish four major petrochemical industry chains in Guangxi Region, namely the Qinzhou 10 million metric tons of fuel type oil refining project, to satisfy demand for refined products in southwest market; Qinzhou –Beihai large-scale modern comprehensive petrochemical base; ethylene and arene matched three synthetic materials and large-scale raw material production base in organic chemicals, and a chlor-alkali production base led by large-scale caustic soda and PVC production facilities.

“Development of the petrochemical industry in Guangxi shall be driven up by large projects at the coastal area,” said an affiliate with the Economic Committee of Guangxi Autonomous Region. Through further construction of the petrochemical base at the coastal area, an extended petrochemical industry layout comprised of Beihai Comprehensive Petrochemical Park, Nanning Chlor-Alkali Fine Chemical Industry Park, Liuzhou Plastic and Rubber Processing Park, as well as Hechi Carbonated Industry Park, Baise Tiandong Petrochemical Park, together with the harmonious development of featured chemical industries will be established. The mutual compensation between each park and the organic combination with modern service industries such as chemical logistics, chemical trade, research and development, chemical training, finance and insurance, will help create a large-scale, competitive, modern petrochemical complex at Guangxi.

There are three larger oil refining bases in Guangxi at present, namely the Tiandong Petrochemical Plant, Dongyou Asphalt Plant and Beihai Oil Refinery with total production capacity that is limited to several million metric tons. Guangxi has rich offshore resources, which can be used for the development of large port-oriented chemical industry groups. Petrochemicals were chosen as one of the pillar industries for the future development in Guangxi Region.
