Hindustan Petroleum Sets Up Black Oil, White Oil and LPG Terminals

Researched by Industrial Info Resources (Sugar Land, Texas)--When the new Bharat Stage IV (EURO IV) norms for fuels and vehicles came into force on April 1, 2010, in 13 cities in India, Hindustan Petroleum Corporation Limited (BSE:500104) (HPCL) (Mumbai) planned to create more space in the Visakha Refinery for production of EURO IV grade fuel. HPCL had already inaugurated a new black oil (heavy lubricants) terminal at Visakhapatnam in a record time of 15 months using advanced project management techniques. Two other liquefied petroleum gas (LPG) and white oil storage facilities are scheduled to be completed in March and December this year.

The scope of the greenfield project consists of setting up of new black oil, white oil and LPG facilities with an investment of $166.5 million in the 38 acres acquired from Vishakhapatnam Port.

The new terminal at Visakhapatnam is the largest exclusive black oil terminal in India and is the industry's first fully automated black oil terminal. The facility has a product-handling capacity of about 94,000 kilolitres. There will be two tank truck gantries with eight bays each. The terminal will handle products like furnace oil, bitumen, light vacuum fuel oil, fuel oil blend, low sulfur heavy stock, high-flash high-speed diesel, light diesel oil and lube oil.

White oil facilities include storage of about 168,000 kiloliters of motor spirit, high speed diesel, naphtha, and aviation turbine fuel. The facility has two tank truck loading gantries with eight bays each and a single spur tank wagon gantry to load 46 BTPN liquid tank wagons.

The LPG facilities will include mounded storage of about 4.4 billion tons capacity to store LPG, auto LPG and propylene, a single-spur tank wagon gantry to load 32 BTPN tank wagons and bottling facilities of 88,000 million tons per year.

The terminal will be the first site with provision for blending products for customized market needs, which will make it the full-fledged eastern hub for industries and for bunkering.
