IIR Top Refining News Today: July 20th 2020

Phillips 66 on July 17 restarted its 259,000-BBL/d Sweeny, Texas, refinery, after the facility suffered a power blip on July 16 at the West end of the site, which involved the 175,000-BBL/d Crude 25-1, 84,000-BBl/d Delayed Coker and 107,000-BBL/d Gas Oil Hydrotreater (GOHT). The facility remains at reduced rates due to the COVID-19 pandemic.

Phillips 66 on July 17 restarted its 259,000-BBL/d Sweeny, Texas, refinery, after the facility suffered a power blip on July 16 at the West end of the site, which involved the 175,000-BBL/d Crude 25-1, 84,000-BBl/d Delayed Coker and 107,000-BBL/d Gas Oil Hydrotreater (GOHT). The facility remains at reduced rates due to the COVID-19 pandemic.

Valero on July 16 restarted the 36,000-BBL/d Unicracker on the West side of its 240,000-BBL/d Bill Greehey Refining Complex in Corpus Christi, Texas. The unit had been shut down since March 31 due to lack of product demand. Separately, planned maintenance on this unit remains tentatively set for first-quarter 2021.

Valero on July 16 restarted the 30,000-BBL/d Hydrocracker at its 95,000-BBL/d Three Rivers Refinery in Texas, after the unit was shut down on July 15 due to a process upset. The facility remains at reduced rates due to the COVID-19 pandemic.

International
Valero Energy Corporation completed a planned maintenance turnaround of the 90,000-BBL/d FCC and associated units at its 220,000-BBL/d Pembroke Refinery in the U.K. The turnaround kicked off in early May and was completed in late June. Meanwhile, the refinery remains on schedule for a planned maintenance turnaround of the 220,000-BBL/d Crude, 97,000-BBL/d Vacuum, 38,000-BBL/d CCR and associated units. The 2-month turnaround is expected to kick off in early October.

South Refining Company (SRC)'s 70,000-BBL/d Crude Area 1, which includes four major units, resumed full throughput on July 15 at its 210,000-BBL/d Basra Refinery in Iraq. Previously, the Crude Area 1 was operating at 70% since May 12 due to low demand because of the COVID-19 pandemic. Separately, SRC continues to operate the 70,000-BBL/d Crude Area 2 at 70%. Full throughput is expected tentatively by August 15.

Hindustan Petroleum Corporation Limited (HPCL)'s 80,000-BBL/d CDU 1 resumed full throughput on July 16 at its 150,000-BBL/d Mumbai Refinery in India. The unit was operating at 82% since July 5 due to a lack of storage. Meanwhile, the 20,000-BBL/d FCCU 1 is still shut due to a reactor issue, but expects to resume to normal throughput by July 25.
