Researched by Industrial Info Resources (Sugar Land, Texas)--India's state-owned Haryana Power Generation Corporation Limited (HPGCL) (Panchkula, Haryana) has announced plans to develop a 660-megawatt (MW) supercritical thermal power plant in Yamuna Nagar. The firm, which currently operates the 600-MW Deen Bandhu Chhotu Ram (DBCR) thermal power plant in Yamuna Nagar, has already assessed and confirmed the viability of developing another thermal power plant in the region. HPGCL plans to invite expressions of interest from global power companies for developing the power project. The facility is scheduled to be operational by 2012-13.

The proposed project is part of HPGCL's efforts to augment the company's total power generation capacity from the present level of 2,140.5 MW to more than 6,000 MW in the next four years. This is estimated to entail a total investment of nearly $554 million.

HPGCL currently operates a 110-MW thermal power plant in Faridabad. The facility comprises units 1 and 3, of 55 MW each, which were commissioned in 1974 and 1976, respectively. In Panipat, the firm operates a 1,367.8-MW thermal power plant comprising eight units that were commissioned between 1979 and 2005. These include Unit 1 of 117.8 MW, units 2, 3 and 4 of 110 MW each, units 5 and 6 of 210 MW each, and units 7 and 8 of 250 MW each. The two 300-MW units of the DBCR thermal power plant were commissioned in April and June 2008, respectively. In addition, the firm also operates the WYC hydroelectric power station, which has a total capacity of 62.4 MW and a micro-hydroelectric power plant of 300-kilowatt in Kakroi in the Sonepat district.

The firm is currently developing the 1,200-MW Rajiv Gandhi thermal power plant in Khedar in the Hisar district. Two 600-MW units are scheduled for commissioning in December 2009 and March 2010, respectively. The total cost of the project is estimated to be more than $880 million. Reliance Infrastructure Limited (BSE:500390) (Mumbai) is the engineering, procurement and construction (EPC) contractor for the project. About 5.83 million tons per year will be supplied to the project by Mahanadi Coalfields Limited (Sambalpur, Orissa).

HPGCL is also coordinating the activities of the 1,500-MW Indira Gandhi super thermal power project being developed at Jhajjar as a 50:25:25 joint venture between thermal power producer NTPC Limited (BSE:532555) (New Delhi), the state government of Haryana, and the government of the National Capital Territory, Delhi. The total cost of the project is estimated at $1.62 billion. Three 500-MW units are scheduled for commissioning in 2010-11. About 750 MW of power from the project, equivalent to 18 million kilowatt-hours per day of electricity, will be supplied to Haryana. HPGCL is also coordinating the activities of the 1,320-MW Mahatma Gandhi thermal power project, also being developed in Jhajjar by CLP Power India Private Limited (Mumbai), a part of CLP Group (Kowloon, Hong Kong).

In addition, HPGCL has also finalized agreements to procure 2,113 MW of power through tariff-based competitive bidding. The firm has entered into power purchase agreements with Adani Power Limited (Ahmedabad, Gujarat) for 1,424 MW of power and with PTC India Limited (BSE:532524) (New Delhi) for 300 MW of power. Power supply is expected to commence from December 2011.

Future projects being planned by HPGCL include the 1,050-MW gas-based power project in Faridabad to replace the aging 110-MW thermal power plant in the region, and the 2,800-MW nuclear power plant, comprising four 700-MW units, at a site in Fatehabad as identified by Nuclear Power Corporation of India Limited (Mumbai). HPGCL is also developing the Mara-II Mahan coal block in Sidhi district in Madhya Pradesh in a joint venture with the state government of Delhi. The coal block has estimated reserves of 956 million tons.

Total demand for power in Haryana is expected to reach 12,828 MW by 2012-13, with peak demand set to increase at an annual rate of 15%. The state is expected to have 14,285 MW of installed power generation capacity by that time, including power supply from shared and central-government-owned projects.
