Market Commentary:
Capacity is coming back. Like the NBA and MLB (though surprisingly, following NWSL and MLS). Available Refining Capacity -- as seen in the Global Refining Dashboard Overview (below) -- has returned ~8 million barrels per day (BBL/d) of available capacity since June 1. However, everyone wonders, "Is the World Demand going to be there?"

OilPrice: Global Oil Demand is Bouncing Back

"But the recovery differs between developed markets and emerging markets. Most developed markets (outside of the U.S.), along with China, are past their peak of COVID-19 cases. There, demand is rebounding quickly. But in many emerging markets, the virus is still spreading."

And as we know, aviation demand will take quite some to return. Even in China, OilPrice reports, "China was the first country to come out of lockdown and here air travel only recovered to about 50% of the norm after which the recovery stalled, and even declined again two weeks ago as Beijing went back into lockdown."

Refiners themselves are still adapting to these abnormal -- which might lead to a new normal -- times. But hey, at least refinery capacity is back and demand is bouncing back. That in itself is promising.

Petroleum Refining Highlights:
July 17, 2020 - Valero on July 16, restarted the 36,000-BBL/d Unicracker on the West Side of its 240,000-BBL/d Bill Greehey Refining Complex in Corpus Christi, Texas. The unit had been shut down since March 31, 2020 due to lack of product demand. Separately, planned maintenance on this unit remains tentatively set for first-quarter.

July 17, 2020 - IIR has confirmed that PDVSA continues operating at lower rates its 625,000-BBL/d Amuay, Venezuela refinery by having two of its five crude units online. The 120,000-BBL/d Crude 2 and the 85,000-BBL/d Crude 1 continue online processing a total of 160,000 BBL/d, repairs on the 120,000-BBL/d Crude 4 are to be completed in 72 hours, the 180,000-BBL/d Crude 5 continues offline due to the COVID-19 and export restrictions, while the 120,000-BBL/d Crude 3, offline since late December 2017, will be kept as such until early 2021. Planned repairs on the offline 80,000-BBL/d FCCU, accelerated due to COVID-19 pandemic, are still being performed, plans are to have the Cat Cracker back online by late July.

July 17, 2020 - Nghi Son Refining and Petrochemical Limited Liability Company (NSRP) restarted the 105,000-BBL/d Resid Desulfurization Unit (RHDS) at its 200,000-BBL/d Nghi Son Vietnam Refinery on July 15, following a 75-day planned turnaround.

July 16, 2020 - IIR has confirmed that BP Oil Espana SA's 104,000-BBL/d Castellon Refinery in Spain is processing at 70% capacity due to low market demand related to the COVID-19 pandemic. Sources indicated the refinery may have to shut down pending market conditions. The next planned plant-wide maintenance turnaround is now scheduled for 2023.

July 16 2020 - Kar Group on June 15, 2020 was forced to shut down the 60,000-BBL/d Kar Block 2 at its 160,000-BBL/d Erbil Refinery in Iraq due to low demand amid the COVID-19 pandemic. Expectations are to resume normal operations by August 15. Major units in Kar Block 2 include the 30,000-BBL/d CDU 3, 30,000-BBL/d CDU 4, 9,000-BBL/d NHT 2, 6,000-BBL/d Reformer 2, 2,500-BBL/d Kerosene Hydrotreater Unit and 2,500-BBL/d Isom 2.
