Researched by Industrial Info Resources (Sugar Land, Texas)--A crude oil terminal, a gas-to-liquids plant and a biomedical science building top the list of projects that are slated for fourth-quarter 2015 construction kickoffs in Harris County, Texas. In all, Industrial Info is tracking 38 fourth-quarter kickoffs worth a combined $1.05 billion in the county, where sprawls the oil and gas-driven metropolis of Houston.
By industry category, oil, gas & chemical terminals lead the way in kickoffs, with five projects valued at $417 million. But Pharmaceutical & Biotech Industry kickoffs come in second place, with three projects worth $281 million. In third place is the Oil & Gas Production Industry, with one project valued at $200 million.
Twenty-eight projects, worth $622 million, are in the engineering or early construction phases; but 10 projects, valued $429 million, are still in the planning phases, where plenty of factors could alter their outcome.
Houston Fuel Oil Terminal Company (Houston, Texas) is scheduled to begin construction on Phase II of its $200 million north crude oil and residuals terminal expansion in Channelview. The expansion at the 16.1 million-barrel terminal on the Houston Ship Channel includes construction of 24 tanks, ranging in capacity from 10,000 barrels to 400,000 barrels. Completion would take place in November 2016.
Currently, the terminal has four ship docks, three of which can handle crude and fuel oil, while the fourth handles only residual oil, according to the company's website. The docks have pumping capability of 40,000 barrels per hour for both crude and fuel oil. Also coming in with a $200 million price tag is Greyrock Energy's (Sacramento, California) grassroot gas-to-liquids plant in Houston. Preliminary engineering was under way on the small-scale plant, which would convert about 50 million cubic feet per day of natural gas to 5,000 barrels per day of diesel fuel. Fabrication of plant components already has begun. The project was being funded by a consortium of investors led by Sterling Private Capital (Dallas, Texas) and Eagle Oil & Gas Company (Dallas). In addition to being an epicenter for the country's refining and chemical-processing industries, Harris County also is home to numerous medical and biotech facilities, including the Texas Medical Center in Houston. At the nearby University of Houston, construction is expected to begin on 250,000-square-foot health and biomedical science center building addition. The project will put the College of Pharmacy into a single facility and increase research infrastructure, serving the fields of neuroscience, biology and neuropsychology.
