Utility and independent power producers are actively developing over 5,700 megawatts of solid-based fuel (biomass, coal, petroleum coke and wood conventional or gasified) generation with another 2,500 megawatts sitting on the back burner. This new proposed generation is being developed for two reasons: to replace older dirty and inefficient units and to meet area load growth. Currently, there are 30 solid fuel units under development in the three state area of Minnesota, North and South Dakota. Twenty-four units are actively being developed, including four units under construction. Six units have been put on-hold since they were originally reported.
Fibrowatt, LLC (Newtown, Pennsylvania) is building its Benson, Minnesota plant, the first of many poultry-fired cogeneration plants planned for the United States utilizing stoker-fired boilers. Excelsior Energy, Incorporated (Minnetonka, Minnesota) is preparing to build an integrated gasification combined cycle (IGCC) (ConocoPhillips technology) unit near Taconite, Minnesota, its first of a possible six units. Northern States Power Company, a subsidiary of Excel Energy (Minneapolis, Minnesota) is proposing a fourth coal-fired unit at its Sherburne County Power Station (Becker, Minnesota). At Otter Tail Power Companys (Fergus Falls, Minnesota) Big Stone Power Station (Big Stone, South Dakota) there are plans to build a supercritical unit that will be owned by multiple utilities. Basin Electric Power Cooperative (BEPC) (Bismarck, North Dakota) is studying multiple solutions, including participating in Minnkota Power Cooperatives (Grand Forks, North Dakota) Milton R Young 03 (Center, North Dakota) addition and a new coal IGCC plant near Mobridge or Huron South Dakota.
