Paraguay's ANDE to Again Call for Bids on 200-Megawatt Yguazu Hydro Project

Researched by Industrial Info Resources (Sugar Land, Texas)--State-owned utility Administracion Nacional de Electricidad (ANDE) (Asuncion, Paraguay) plans to call again in coming months for international public tenders for the 200-megawatt (MW) Yguazu hydro project to be built in the Alto Parana Department. The tenders will cover the main civil works, and the electromechanical equipment and works.

During the second half of 2010, ANDE called for an international tender for the awarding of the C.H. Yguazu project's Lot 2 and Lot 3. The awarding includes the first lot, for the main civil and hydromechanics works, and the second lot, for the electromechanical works and the construction of a 40-kilometer, 220-kilovolt overhead transmission line. Both tenders were declared null and void during 2011, since the proposals submitted surpassed the estimated costs.

At the moment, ANDE, together with Nippon Koei LAC Incorporated (Asuncion), the regional subsidiary of Nippon Koei Company Limited (TYO:1954) (Chiyoda, Tokyo), is reviewing the tender requirement and documentation to reduce the costs. An alternative in this sense is to exclude the construction of the transmission line from this lot, and to later bid it separately on a national tender.

Simultaneously, ANDE is in negotiation with the Japan Bank of International Cooperation, which will canalize the founding of the Japanese government through a 40-year loan, to use the same documentation as before. In case of success, the new call for tender could take place in September. Otherwise, ANDE should call for tender by the end of the year.

The Yguazu hydro project consists of the installation of two 100-MW Kaplan hydro turbine generator sets to exploit the outlet water flow of the Yguazu dam, built in the Yguazu River, as a regulation dam for the 215-MW Acaray hydro power plant, which is also the property of ANDE. The new plant will operate on a peak modality, during the peak-demand hours of the day.

The Lot 1 of the Yguazu project was already executed and consisted of the construction of complementary works, such as access roads and staff residences. There is a fourth lot pending to be tender in the future for the expansion of the Itakyry transformer station.

ANDE is also planning to modernize the fourth unit of the Acaray hydro power plant, operating since 1970. At the beginning of this year, ANDE completed the replacement of the generators in units 3 and 4, and plans to upgrade and modernize the control systems for these units. For units 1 and 2, ANDE plans an integral modernization, including overhauls and replacement of the turbo generator set, control system, hydromechanics components, and substation.
