Phase I of Wind Power Franchise Project Goes into Operation
The project is one of several in the second batch of bidding projects since the implementation of franchise bidding by the National Development and Reform Commission (NDRC) in China.

Researched by Industrial Info Resources (Sugar Land, Texas)--The A003 unit of the Tongyu Wind Power Franchise Project's L12 line was successfully synchronized to the grid and put into operation in northeastern China's Jilin Province on October 26, 2007, marking the completion of China Longyuan Electric Power Group Corporation's (CLYPG) (Beijing) 100.3-megawatt (MW) Phase I project. The A003 unit was the last of 118 units.
The project is one of several in the second batch of bidding projects since the implementation of franchise bidding by the National Development and Reform Commission (NDRC) in China. The project is in Tongyu County in Jilin Province. The $109 million project has 118 sets of 850-kilowatt wind-turbine units with an annual output 230 million kilowatt-hours (kWh).
In October 2004, CLYPG won the franchise rights for the project through public bidding. The NDRC approved the project on March 28, 2005, and construction began on April 11, 2006. The first unit was successfully put into operation on December 30, 2006. As of October 26, 2007, the project had been operating smoothly for 301 days. The project's availability reached 98%, and the accumulated output reached 43.05 million kWh.
In addition to the supply of green power to local economic development, successful completion of the project could also provide experience for future development of wind power and industrialization, as well as for franchise bidding in China.
