Seminole Electric announced plans for the expansion project in July of 2003 and began construction on the project in February 2006. Construction for the expansion project was completed at the end of August, with full commercial operation set to commence in December 2006. The project consisted of adding five 62-megawatt aero derivative dual-fired Pratt & Whitney (PW) FT8-3 SWIFTPAC combustion turbine generators to the existing facility. The new units at Payne Creek will operate in a simple cycle peaking configuration and will also have the ability to reach full start-up capacity within eight minutes. The expansion project will generate 310 megawatts of much needed power for Seminole Electric customers during the summer months, boosting the plants total generating capacity to 810 megawatts.

Energy Services, Incorporated, based out of Farmington, Connecticut, performed the engineering services for the project and AMEC, Incorporated (Tucker, Georgia) acted as the general contractor.
