Researched by Industrial Info Resources China (Beijing, China)--Following the approval of the environmental impact assessment from the Ministry of Environmental Protection (MEP) in November 2011, State Grid Corporation of China's (Beijing) Fengman Hydropower Station Dam Rebuild Project received approval from the National Development and Reform Commission in October 2012, according to an announcement from the National Energy Administration on October 18.
Fengman Hydropower Station, located in the middle stream of Songhuajiang River in Jilin City, in northeast China's Jilin province, was built in 1937 and had its first unit commissioned in 1943. Through three phases of expansion, the power plant currently has 12 units with a total installed capacity of 1,002.5 megawatts (MW), including eight units with a total installed capacity of 552.5 MW built in Phase I (completed in 1960), two 85-MW units built in Phase II (completed in 1992), and two 140-MW units built in Phase III (completed in 1998).
After more than 60 years of operation, the old, 91.7-meter-high concrete gravity dam was rated a "sick dam." According to the approval, a new concrete dam will be built 120 meters downstream of the existing dam to support a new powerhouse with six Francis hydraulic-turbine generating units, each of 200 MW, and to keep the two 140-MW units built in Phase III of the original dam. Total investment in the project will be about $1.5 billion. The old dam, together with all the units built in phases I and II, will be removed.
As reported, a project preparation office under the SGCC, the Fengman Dam Reconstruction Project Construction Bureau, will be responsible for the construction of the project. The project preparation office is now working with HydroChina Dongbei Engineering Corporation and HydroChina Guiyang Engineering Corporation for preliminary engineering of the project. Invitation for bids on site preparation is under way. According to the approval, the total construction period of the project will be 78 months. Upon completion, the total installed capacity of the power station will be expanded to 1,480 MW, and the annual power output will be expanded to 1.71 billion kilowatt-hours.
