Springfield Utilities Ramping Up for Environmental Upgrades in 2007

Adding additional equipment and upgrading existing NOx reduction systems to its two coal plants shows that officials at City Utilities of Springfield (Springfield, Missouri) are committed to doing whatever is necessary to make the James River and Southwest Power stations compliant with new regulations.

At James River, the company is currently planning on installing an SNCR on all five coal-fired boilers, consisting of three coal front–fired RS boilers capable of producing (750,000/450,000/400,000 lbs/hr) and two Alston/CE DBB tangential-fired boilers capable of producing 220,000 lbs/hr each. Upgrades on the low NOx burner systems (LNB) and the installation of an over-fired air system on each of the large units are also scheduled to take place during planned outages in 2007. Advanced Combustion Technology (Hooksett, New Hampshire) has been chosen to supply the equipment, and WMC Mechanical (Springfield, Missouri) has been selected as the mechanical contractor. Plant officials have stated that installing a carbon injection system to meet mercury regulations is being discussed at this time.

At the Southwest plant, plans are currently underway to retrofit Unit #1’s RS coal/gas opposed/turbo-fired dry bottom boiler (1.35MM lbs/hr, 2529psi@ 1,000F) with a selective catalytic reduction (SCR) unit to meet regulations. With construction scheduled to begin during the fourth quarter of 2007. E+P+C (engineering, procurement and construction) bids are expected in late February, with selection made soon after the deadline. Officials have stated that they are currently discussing the installation of additional environmental equipment in the future.
