Researched by Industrial Info Resources (Sugar Land, Texas)--Lotus Infrastructure Partners (Greenwich, Connecticut) has commenced construction of the Ten West Link high-voltage transmission project, the company said last week. The transmission line will have an initial capacity to transmit 3,200 megawatts (MW) of renewable energy between Central Arizona and Southern California. The project aims to improve the reliability of the bulk system serving the two regions and facilitate new renewable and energy-storage resources in the two states.
Lotus Infrastructure is the new brand name for Starwood Energy Group Global (Starwood Energy), a subsidiary of Starwood Capital Group (Miami Beach, Florida).
The project entails constructing more than 100 miles of 500-kilovolt (kV) transmission line that connects to the Arizona electric grid from Arizona Public Service Company's (Pheonix, Arizona) operational Delaney Substation, running west through the under-construction Ten West Switching Compensation Station in Arizona, to Southern California Edison Company's (Rosemead, California) operational Colorado River Substation in Blythe, California, on the California-Arizona border.

Industrial Info is tracking three projects aimed at supplying the Delaney Substation with renewable energy: Birch Infrastructure (Lake Oswego, Oregon) is planning to construct the proposed $180 million Harquahala Sun solar and battery energy storage system (BESS) project, nine miles southwest of Tonopah; an on-site substation; and a four-mile, 500-kV overhead transmission line from Harquahala Sun to the Delaney Substation. Subscribers can see reports on the solar-plus-storage, substation and transmission projects.
Ten West Link will be under the operational control of the California Independent Systems Operator (CAISO), which oversees the operation of California's bulk power system, transmission lines and electricity market.
At a groundbreaking ceremony near the Delaney Substation, U.S. Vice President Kamala Harris and other federal officials were flanked by members of CAISO and Lotus Infrastructure. Harris said: "America is at the start of an historic transition away from fossil fuel plants that pollute our communities and toward cleaner and safer energy sources. To create this clean energy future, we must construct thousands of miles of new high-voltage transmission lines all across our country."
Among the transmission projects aimed at bringing renewable generation to Arizona and California is TransWest Express, a planned 500-kilovolt line that would bring about 20,000 gigawatt-hours per year of renewable energy from Wyoming to markets in the Southwest region. The project is in its planning stage, and according to the project website, construction is expected to kick off later this year following the Bureau of Land Management's (BLM) issuance of a notice to proceed. According to CAISO's 20-Year Transmission Outlook report released in early 2022, meeting California's renewable energy mandates will require spending about $30.5 billion on transmission projects over that time. For more information, see Industrial Info's February 15, 2022, article - About $30 Billion in Transmission Project Spending Needed to Meet California's Clean Energy Mandate.
The state aims to reach 60% zero-carbon electricity by 2030 and be fully net-zero by 2045.
Industrial Info is tracking $6.3 billion worth of renewable-generation projects in Arizona and California that are under construction, of which about $5.4 billion is for solar generation. California is home to the majority of the activity. Subscribers can click here for a full list of project reports.
Terra-Gen LLC (New York, New York) and engineering, procurement and construction (EPC) firm M.A. Mortenson (Minneapolis, Minnesota) are wrapping up construction of a 700-MW solar facility at California's Edwards Air Force Base, which will use approximately 14.4 million solar panels on a single-axis tracking system. Construction is expected to be completed in the early part of 2023. Subscribers can click here for the report.
Meanwhile, NextEra Energy Incorporated (NYSE:NEE) (Juno Beach, Florida) is at work on a project in each state.
In California, NextEra and EPC company Cupertino Electric Incorporated (San Jose, California) are constructing a $305 million Resurgence solar and battery-storage project in Boron, California, which is about 100 miles north of Los Angeles. The facility will generate 138 MW from photovoltaic (PV) solar panels, with the capacity for up to 115 MW of battery storage. In Arizona, NextEra with Moss & Associates Construction Company LLC (Fort Lauderdale, Florida) are at work on the 250-MW $300 million Sonoran Energy Center in Buckeye, Arizona, which is just west of Phoenix. The projects are expected to wrap up in March and December, respectively. Subscribers can see detailed reports on the Resurgence and Sonoran projects.
