Researched by Industrial Info Resources (Sugar Land, Texas)--Industrial Info is tracking billions of dollars' worth of industrial projects set to kick off in the fourth quarter in Texas, the second-largest U.S. state by area and population. Texas is home to a wide variety of industrial activity, but the state's fourth-quarter project kickoffs are buoyed by oil and gas activity and the development of solar generation.

The highest-valued project is NextDecade's (NASDAQ:NEXT) (Houston, Texas) $3.8 billion third liquefaction train at its Rio Grande liquefied natural gas (LNG) production and export terminal project near the Port of Brownsville. Train 3 construction is set to kick off in November and wrap up in 2027, following the expected completion of trains 1 and 2 (already under construction) in late 2026 and early 2027, respectively. Phase 2 (trains 4 and 5) is in the planning stage. Bechtel (Reston, Virginia) is providing engineering, procurement and construction (EPC) services for the project.

When complete, the five trains would have a production capacity of 27 million tons per annum (MTPA) of LNG, utilizing gas supplies from the Permian Basin and Eagle Ford Shale. Rio Grande LNG is permitted for as much as 1.3 billion cubic feet (Bcf) of LNG exports per year.

The construction of oil and gas pipelines also is a key component of Texas' project activity set to kick off next quarter. ONEOK Incorporated (NYSE:OKE) (Tulsa, Oklahoma) plans to begin constructing a 30-mile pipeline expansion, running from Crane to Odessa, along an existing route as part of ONEOK's refined products pipeline from Houston to El Paso. The new line will allow the company to transport an additional 30,000 barrels per day of refined products between the two major Texas cities.

Industrial Info also is tracking the fourth-quarter start of construction on Energy Transfer LP's (NYSE:ET) (Dallas, Texas) Midland Express Pipeline, nicknamed "Warrior," which would carry between 1.5 billion cubic feet per day (Bcf/d) and 2 Bcf/d from the Permian Basin to Energy Transfer's existing Texas pipeline system. Seemingly every state across the U.S. is adding solar power as a source of renewable generation, and according to the American Clean Power Association's (ACP) latest quarterly market report, Texas has surpassed California as the leading state for utility-scale photovoltaic (PV) solar-energy capacity.

Next month, contractor Primoris Services Corporation (NYSE:PRIM) (Dallas, Texas) plans to begin constructing Hecate Energy's (Chicago, Illinois) $950 million Outpost solar plant in Laredo. The plant is designed to utilize PV solar panels and inverters from Siemens AG (Munich, Germany) to provide 514 megawatts (MW) of solar-generation capacity. Also expected to begin construction is the $320 million Oystercatcher solar plant in Ellis County, which is designed to utilize 500,000 bifacial PV solar panels on a single-axis tracking system to provide 220 MW of solar power. The development of data centers in Texas is ongoing, and next quarter, Aligned Data Centers (Plano, Texas) expects its grassroot data center in Plano (called DFW04) will begin construction. In the chemical sector, China-based Guangzhou Tinci Materials Technology is gearing up for construction on its grassroot lithium battery electrolyte plant. Lithium-ion batteries use electrolytes to move lithium ions between the battery's cathode and anode, the metallic electrodes of batteries.
