TransCanada and Petro-Canada Join Forces to Propose Construction of a New LNG Receiving Terminal in Quebec

TransCanada Pipelines Limited (NYSE:TRP)(Calgary, Alberta) and Petro-Canada (NYSE:PCZ)(Calgary, Alberta) are planning to construct a new LNG receiving and re-gasification terminal on Gros Cacouna Island in the Saint Lawrence River, approximately 15 kilometers northeast of Riviere-du-Loup, Quebec. The planned LNG terminal will have a LNG re-gasification capacity of just over 500 million cubic feet per day and will be able to store up to 6.8 billion cubic feet of natural gas equivalent in two 160,000 cubic meter cryogenic LNG storage tanks.
In addition to the LNG tanks, the partnership will construct a new 240-kilometer, 30" diameter natural gas export pipeline from the terminal to Quebec City, at an estimated capital cost of $225 million. The $450 million terminal site itself will include docking facilities extending over 350 meters into the Saint Lawrence River, a re-gasification plant, and a cogeneration plant of undetermined size.
TransCanada will assume the position of project lead and has retained the services of Golder Associates (Montreal, Quebec) as the environmental consultant for the project. TransCanada expects to make a full filing with the NEB in early 2005 and begin construction on the LNG terminal in 2007, at the earliest. Completion for the terminal is slated for late 2009.
