Keltic Petrochemicals Files Regulatory Permits for a New LNG Terminal

Keltic Petrochemicals Incorporated (Halifax, Nova Scotia) filed an application for regulatory permits regarding its proposed LNG receiving and regasification terminal, with the Canadian federal government. The application includes not only construction of a new 1.2 billion cubic feet per day LNG facility, but also covers the environmental impact of several other planned petrochemical plants, such as ethylene, polyethylene, and polypropylene plants, as well as a 200-megawatt cogen facility which will provide both power and steam to the proposed complex.

The proposed $3.4 billion petrochemical complex will be located at the Goldburo Industrial Park near Guysborough, Nova Scotia. The natural gas from the terminal will be used as feedstock for the complex and a large portion will be sold to Maritimes & Northeast pipeline system, which has been looking for four years for a supply source for its 400 million cubic feet per day Phase IV expansion and the nine compressor stations planned to accompany it.

The LNG terminal will cost approximately $600 million dollars to construct and will utilize three 160,000 cubic meter cryogenic storage tanks for the imported LNG. Keltic has retained the services of Stone & Webster (Houston, Texas), a unit of The Shaw Group Incorporated (NYSE:SGR ) (Baton Rouge, Louisiana), to provide front-end engineering, design, and E+P+C services for the overall project. Keltic expects to receive permit approval for the complex within the next seven months and hopes to begin construction on the LNG portion of the complex in November 2005, with completion scheduled for mid to late 2008.

This brings the number of planned expansions and proposed new LNG terminals in North America to over forty-five.
