Researched by Industrial Info Resources China (Beijing, China)--The Beijing Municipal Development and Reform Commission announced recently that the government of Beijing has developed a clean air action plan, under which it will shut down all coal-fired power plants by 2017, three years ahead of the original schedule.
Coal power is the second-largest atmosphere pollutant in Beijing, accounting for 16.7% of the total atmosphere pollutant emissions, just after vehicle exhaust. The plan aims to control the growing haze in the city.
According to the plan, by 2017, the total coal consumption in Beijing will be reduced by 13 million metric tons, when compared with 2012 consumption. The target date originally was set for 2020. In order to achieve this new goal, four major actions must be taken:
- Build four gas-fired cogeneration centers to replace all coal-fired power plants, which is expected to reduce coal consumption by 9.2 million metric tons per year.
- Transform all heating boilers, which is expected to reduce coal consumption by 2.2 million metric tons per year.
- Reduce industrial coal consumption, which is expected to reduce coal consumption by 2 million metric tons per year.
- Reduce 1 million metric tons of additional coal consumption per year by eliminating all scattered coal consumption in the urban area.
In 2014, the Northwest and Northeast cogeneration centers will be complete, with associated heat supply pipelines put into operation; the heat supply pipelines for the Southeast and Southwest cogeneration centers will be complete; the Gaojing thermal power plant will be shut down; the Shijingshan and Guohua coal-fired thermal power plants will be available for backup only; and gas renovation for the Huaneng coal-fired power plant will kick off.
In 2015, the Huaneng power plant will cut off all coal-fired units; they will be used only for backup. Also, all units in the Shijingshan and Guohua coal-fired thermal power plants will be shut down. In 2016, the shutdown of the Huaneng coal-fired power plant will be complete.
