Researched by Industrial Info Resources China (Beijing, China)--China's Ministry of Environmental Protection (MEP) said that it has approved an assessment report clearing the way for China Resources Power Holdings Company Limited's (HK.00836) (Hong Kong) 1,320-megawatt (MW), coal-fired Xijiang Power Plant.

The proposed plant will be located at Niuyuan Village in Duyang Town, in Yuncheng District of Yunfu City, in southern China's Guangdong province. The power plant will be furnished with two 2,035-ton-per-hour, ultra-supercritical, single-reheat, pulverized coal-fired boilers, with balanced ventilation to drive two ultra-supercritical, single-shaft, condensing steam turbine generating units.

The project will use water from the Xijiang River, and it will feature a secondary circulation water supply system with two cooling towers and natural ventilation for cooling. Bituminous coal will be shipped to the site by boat from Ordos, Inner Mongolia. The plant will consume about 3 million metric tons of coal per year.

The project also will have five berths with four 450-ton-per-hour ship unloaders and one 1,000-ton-per-hour ship loader, along with two enclosed, 100-meter-diameter circular coal storage units, each capable of holding about 240,000 metric tons.

For environmental protection, the project will have a limestone-plaster, wet flue gas desulfurization system with a desulfurization rate of at least 97%; high-efficiency electrostatic dust removers, with a combined dust removal rate of 99.92%; a low-nitrogen oxide burner and selective catalyst reduction (SCR) for nitrogen oxide control, with a removal rate of at least 85%; and the removal of at least 70% of mercury. The units will share a 240-meter-high chimney. Total investment in the project will be about $860 million.

Early in 2006, China Resources Power signed an agreement with the local government for the project and began pre-stage preparation. In September 2006, a feasibility study was completed and was cleared by an expert panel.

However, the project didn't receive approval from the state government until the beginning of this year. In January 2013, the project received consent from the National Energy Administration to kick off pre-stage preparation. On May 5, 2013, Guangdong Electric Power Design Institute (GEDI) (Guangzhou, Guangdong) received a mandate from the owner to revise the feasibility study report, which was cleared by the expert panel on May 28, 2013.

The project will replace small coal-fired units with larger ones. Both 660-MW units are to be operational in 2016.
