Researched by Industrial Info Resources China (Beijing, China)--Following the successful startup of the 800,000-ton-per-year ethylene device and the beginning of the supply of quality raw materials to the downstream devices on October 28, 2012, the main device of China National Petroleum Corporation's (CNPC) (Beijing) Fushun Petrochemical ethylene device achieved its full process operation. Fushun Petrochemical's 10 million-ton-per-year oil refinery and 1 million-ton-per-year ethylene renovation project has been fully completed, according to an announcement from the CNPC on November 1, 2012.
As an old industrial base in China and a city with 2.3 million of population, Fushun was in urgent need of a takeover industry to replace the increasingly shrinking coal industry in the 1990s. In 2004, CNPC and the government of the Liaoning Province jointly decided to build a 1 million-ton-per-year ethylene production base in Fushun. In March 2006, the project received final approval from the National Development and Reform Commission (NDRC). After that, a construction headquarters was established for the $3 billion ethylene project.
Based on integrated plans for the refining and chemical business, as well as plans for the new and existing zones, Fushun Petrochemical's No. 1 Refining Plant and Chemical Plastic Plant were fully relocated to the east of Fushun, so as to establish a brand new industry layout with a large refinery, large chemical industry and large industry park in Fushun.
In the first half of this year, all 16 new devices required for the structural adjustment of the 10 million-ton-per-year oil refinery were fully completed and commissioned. The total primary and secondary oil processing capacity of Fushun Petrochemical was expanded to 11.5 million tons per year, which has provided a reliable source for the raw materials required for the 1 million-ton-per-year ethylene project.
On July 20, 2012, the 800,000-ton-per-year ethylene device achieved intermediate delivery after a 26-month net construction period. On October 25, the device began operations and was fed with material. With the full commissioning of the 10 million-ton-per-year oil refinery and 1 million-ton-per-year ethylene complex, the sales income of Fushun Petrochemical is expected to double soon.
