Researched by Industrial Info Resources (Sugar Land, Texas)--The environmental impact assessment (EIA) for China Huadian Corporation's (Beijing) Xiheishan above-ground coal mine has received approval from China's Ministry of Environmental Protection (MEP), according to an announcement made by the MEP on November 12, 2010.
The Xiheishan coal mine is located at the east of the Xiheishan mining zone in the East Junggar Coalfield, which is about 70 kilometers northeast of Qitai downtown. The coal mine has an exploitable reserve of 4.66 billion metric tons. According to plans, a large-scale coal and power complex with annual coal production of 40 million metric tons per year and power generating facilities with more than 6,000 megawatts of generating capacity will be constructed in phases.
Xinjiang Changji Egema Coal and Power Investment Company Limited (Changji, Xinjiang), a subsidiary of China Huadian Corporation, is responsible for the development and future operation of the project. Xinjiang Coal Design and Research Institute (XCDRI), is responsible for the design and engineering of the project. The EIA was jointly carried out by XCDRI and Shenyang Design and Research Institute of Sinocoal International Engineering Group (Shenyang, Liaoning).
The approved project will be the coal mine portion of the proposed coal and power complex. According to the approval, production capacity in the current phase will be 6 million tons per year. The project will be adopted with an open-pit exploitation process. Total investment for Phase I will be about $188 million, including about $12 million for environment protection, accounting for 6.3% of the total investment.
