EPA Enforces Air Permit for MHA Nation Clean Fuels Refinery in North Dakota

MHA Nation Clean Fuels (Makoti, North Dakota) was not required to have an air permit to construct the proposed $200 million, 15,000 barrel per day refinery on the 190 acre Fort Berthold Indian Reservation near the town of Makoti, North Dakota. The refinery was not required to have air permits because it would be located on federal land and is proposed to produce less than 100 tons per year of air emissions. The EPA has stepped in requiring the refinery to obtain air permits due to the Clean Air Act (CAA). The refinery expects to obtain all permits to construct the refinery by October 2007.
The refinery will process 10,000 barrels per day of synthetic crude oil and 5,000 barrels per day of field butane producing gasoline and diesel products. When the project is completed the refinery will bring 65 permanent job positions. The construction is expected to begin site work either late 2007 or early 2008. Triad Project Corporation (Lindon, Utah) has been awarded to perform engineering, procurement, and construction services for the state-of-the art refinery. The construction is on the plant is expected to take about 24 months to complete.
