Researched by Industrial Info Resources (Sugar Land, Texas)--It's taking longer than expected to complete a front-end engineering & design (FEED) study for a grassroot, 765-kilovolt (kV), extra-high-voltage transmission project that will link the Greentown Station in Kokomo, Indiana, with the Rockport Station in Evansville, Indiana. The 290-mile line is a joint venture between Duke Energy Corporation (NYSE:DUK) (Charlotte, North Carolina) and American Electric Power Company Incorporated (NYSE:AEP) (Columbus, Ohio).

The Pioneer Transmission Project was formerly known as the Greentown-Rockport project. It has a total investment value (TIV) of about $1.1 billion. The in-house FEED study was scheduled to be finished late last year, but is now scheduled to be finished in the first quarter of 2015.

The developers plan to release a request for proposal (RFP) for engineering, procurement and construction (EPC) services in the third quarter of 2015. Construction was scheduled to kick off in mid-2014, but has been pushed back to mid-2016. The project was scheduled to be completed by the end of 2017, but is now scheduled to be completed by the end of 2019.

The developers say the transmission line will improve the reliability of the nation's transmission grid; enhance the efficiency and reliability of the region's transmission operators; more efficiently link the region's power plants; and provide improved interconnections and access to regional sources of power.
