Planned industrial project spending is up 48% in Illinois for 2006. Illinois moved up from fifth place in 2005 to third place in 2006 with 190 projects totaling $9.7 billion. Other big movers for 2006 include Pennsylvania, which moved from 18th in 2005 to 5th in 2006; Maryland, which moved from 17th up to 6th for 2006; and Minnesota, which moved from 30th in 2005 up to 13th in 2006.

Five states are new to the Top 20 states list in 2006. They are Minnesota, New Mexico, West Virginia, South Carolina and Missouri. All of these states are showing increased project spending in 2006.

States dropping out of the Top 20 list include Kentucky, Michigan, Wyoming, New Jersey, and Colorado. Most of these states are experiencing significant dips in planned project spending.
