Researched by Industrial Info Resources (Sugar Land, Texas)--Getting a private developer or public utility to buy electricity output is not easy. J-Power USA Development Company Limited (Schaumburg, Illinois), a subsidiary of J-Power (Tokyo, Japan), has placed its proposed 377-megawatt (MW), natural gas-fired, combined-cycle plant (Shoreham, New York) on hold. The site is designed to utilize highly efficient gas turbines with heat recovery steam generators. The project has been in development for more than a decade.

J-Power USA had proposed building the plant at the existing 850-MW Shoreham Nuclear Plant (Shoreham, New York). The nuclear plant was built in the 1970's by the Long Island Lightning Company (LILCO) (Far Rockaway, New York), but was never operated. It faced strong public opposition in 1979 after the partial nuclear meltdown at the Three Mile Island Nuclear Power Station (Middletown, Pennsylvania). LILCO agreed not to operate the plant; in 1992, it was sold to Long Island Power Authority (Uniondale, New York).

After years of lengthy negotiation, J-Power decided around the middle of this year to put the project on the back burner, due to environmental issues and no power purchase agreement.
