MTA Nears Construction on the First Phase of the $16 Billion 2nd Avenue Subway Project

Metropolitan Transportation Authority (MTA) (New York, New York) is nearing construction on the first phase of its proposed $16 billion 2nd Avenue Subway expansion project in New York City. Working with the prime contractor, DMJM Harris (New York, New York), MTA, through its construction arm, MTA Capital Construction, expects to select a design/build contractor to handle the tunnel-boring portion of the project before the end of 2006.

Actual tunnel boring should begin on the first phase, a twin-tube 2.25-mile extension of the existing subway line, in April of 2007. In addition to the tunnel boring, the project will also involve the construction of three new stations and a major revamp of an existing station. To accomplish this, MTA will select a design/build firm for each station as well as a system overlay design/build firm. The awards of the design/build contracts for the stations will be done in phases beginning in July of 2007 and ending in the summer of 2008. The system overlay design/build contract will not be awarded until December of 2008. Station construction is expected to begin in 2008, with the system overlay work commencing in late 2009 or early 2010. Overall project completion is expected for 2013.

The entire project will consist of four phases in all, with each phase costing approximately $3.8 billion. Each of the additional phases will involve work similar to phase I: 2.25 miles of new tunnel and track and an additional four stations. The second phase is expected to begin bidding in 2012, with tunnel boring beginning in 2013. It is anticipated that the six design/build firms that win the awards for the first phase will also be hired to perform the same work on each of the three additional phases of the project. Phase II construction is expected to be complete in 2020 and phases III and IV will follow accordingly.
