Texas' Harris County Wins the Gold in Second-Half 2016 Project Completions

Researched by Industrial Info Resources (Sugar Land, Texas)--If Texas held an Olympic game for the top three locations for project completions in the second half of this year, Harris County would get the gold medal, Nueces County would get silver and the bronze would go to San Patricio County. In all, Industrial Info is tracking some $23 billion in project completions in the Lone Star state for second-half 2016.
Located in the heart of Texas' refinery, terminals and petrochemicals hub, Harris County could see as much as $2.79 billion in project completions in the last half of this year. Many of the projects reflect the U.S. petrochemical building boom resulting from low-cost feedstock.
Enterprise Products Partners L.P. (NYSE:EPD) (Houston, Texas) anticipates its new $800 million Morgan's Point refrigerated ethane export terminal will begin operations in the third quarter. Located on the Houston Ship Channel near the city of La Porte, the facility is designed to have an aggregate loading rate of 10,000 barrels per hour (BBL/hr), or up to 240,000 barrels per day (BBL/d). The terminal will be the largest of its kind, according to the company. Earlier this year, Brazilian chemical producer Braskem S.A. (Sao Paulo) (NYSE:BAK) said it had entered into a 10-year contract to buy ethane from Enterprise. S & B Engineers and Constructors, Limited (Houston) has served on the project. Other high dollar project completions scheduled through the end of this year in Harris County include ExxonMobil Chemical Company's $500 million ethylene unit addition at its Baytown site, and Daikin Industries Limited's (Osaka, Japan) $417 million heating, ventilation and air conditioning (HVAC) product manufacturing plant near Houston. ExxonMobil Chemical is part of Exxon Mobil Corporation (NYSE:XMO) (Irving, Texas).
With nearly $2.04 billion in planned project completions, Nueces County comes in second place. Chief among the completions is LyondellBasell Industries' NV (NYSE:LYB) (Houston) $800 million ethylene unit expansion at its Corpus Christi Olefins site. The expansion will roughly double the capacity of the facility to 3.4 billion pounds per year. Turner Construction Company (New York) is serving as general contractor.
Other top planned project completions in Nueces County include M&G Polymers USA LLC's (Houston) $550 million purified terephthalic acid unit addition and the company's $300 million polyethylene terephthalate plant, both in Corpus Christi.
Finally, San Patricio County gets the bronze, with five projects worth $2 billion. Ingleside Ethylene LLC's 1.2 billion pound-per-year ethylene unit addition at its facility in Gregory has a total investment value of $1.2 billion. Completion is currently scheduled by the end of this year. CB&I Incorporated (NYSE:CBI) (The Hague, Netherlands) is providing engineering, procurement and construction (EPC). Ingleside Ethylene is a joint venture by Occidental Chemical Corporation (part of Houston-based Occidental Petroleum Corporation (NYSE:OXY) and Mexichem SAB de CV's (Mexico City).
Other top project completions in Nueces County include Voestalpine AG's (Linz, Austria) $740 million direct reduced iron plant in Portland, and Cheniere Energy Incorporated (NYSE:LNG) (Houston) $45 million natural gas compressor station in Sinton.
