Researched by Industrial Info Resources (Sugar Land, Texas)--France has taken a major step in its renewable energy expansion by awarding the Centre Manche 2 (AO8) offshore wind project--the country's largest to date--to TotalEnergies SE (Courbevoie, France). Located more than 40 kilometers off the Normandy coast, the 1.5-gigawatt (GW) project represents an investment of about 4.5 billion euro (US$5.2 billion) and aligns with France's long-term strategy to accelerate offshore wind deployment and achieve carbon neutrality by 2050.
Once operational, Centre Manche 2 is expected to generate around 6 terawatt-hours (TWh) of clean electricity annually, equivalent to the power consumption of over 1 million households. The project's awarded tariff of €66 (US$76.8) per megawatt-hour (MWh) ensures competitive renewable energy generation within France's regulated framework. It also contributes toward the national target of 40 GW of offshore wind capacity by 2050, helping to diversify France's electricity mix and enhance grid resilience.
TotalEnergies has committed to strong local participation, including the creation of 2,500 jobs during construction, 500,000 apprenticeship and social integration hours, and a €10 million (US$11.6 million) regional development fund supporting education, culture and vocational training. The company will prioritize European manufacturing for turbines, cables and key components.
TotalEnergies originally planned to develop Centre Manche 2 with RWE AG (Essen, Germany), but the consortium structure is now evolving following RWE's planned withdrawal, subject to regulatory approval. TotalEnergies has reaffirmed all project and community commitments, with a final investment decision (FID) expected by 2029 and commercial operations targeted for 2033, further cementing its leadership in Europe's growing offshore wind market.
