Researched by Industrial Info Resources (Sugar Land, Texas)--The U.S. Department of Energy (DOE) on Wednesday announced $3.46 billion worth of grants from the 2021 Bipartisan Infrastructure Law, to be distributed across 44 U.S. states to strengthen local power grids and improve reliability. The Biden administration says these investments represent the first round of the broader, $10.5 billion Grid Resilience and Innovation Partnerships (GRIP) Program, which is designed to make transmission and distribution (T&D) systems across the U.S. more resilient in the face of natural disasters, demand surges and other factors. Xcel Energy Incorporated (NASDAQ:XEL) (Minneapolis, Minnesota) today announced it was selected for a $100 million award from the DOE to boost its work to reduce the threat of wildfires and extreme weather to the power grids in Colorado, Minnesota, New Mexico, Texas and Wisconsin. Through its subsidiary Public Service Company of Colorado, Xcel already is laying the groundwork for its Colorado Power Pathway Project, which covers 550 to 610 miles of new, double-circuit line, four new substations and four expanded substations. It is expected to carry more than $2 billion worth of investment.
Earlier this month, Xcel announced it had started construction activity on three switching substations as part of the Colorado Power Pathway Project: the Canal Crossing Substation in Brush, the Goose Creek Substation in Cheyenne Wells and the May Valley Substation in Lamar. The company noted on its website that "additional construction activities will be initiated as construction permit approvals are granted by each jurisdiction." American Electric Power Company Incorporated (NASDAQ:AEP) (AEP) (Columbus, Ohio) found itself with a $27.8 million grant to support the development of its Advanced Distribution Management System (ADMS), which is designed to help system operators to better monitor and control the power grid. The grant could help AEP as it reviews its options for the proposed Niles Area Transmission Improvements Project, which would strengthen the grid across Berrien and Cass counties in Michigan, and St. Joseph County in Indiana.
The Niles Area project would include a series of upgrades and improvements to existing lines and substations across the area, as well as the construction of two new facilities: the FourFlag Substation in Niles, Michigan, and the Boundary Substation in South Bend, Indiana, both of which would accommodate short stretches of new power lines. Minnesota Power, the largest subsidiary of ALLETE Incorporated (NYSE:ALE) (Duluth, Minnesota), also received a vote of confidence from the DOE with a $50 million grant to improve access to clean energy across North Dakota and Minnesota, among other goals. Minnesota Power already is working with Great River Energy (Maple Grove, Minnesota) to develop the Northland Reliability Project, which the Midcontinent Independent System Operator (MISO) approved in July 2022 as part of a broader long-range transmission plan for the region.
The Northland Reliability Project includes a roughly 150-mile, double-circuit line from Bovey to Becker, Minnesota, as well as a 20-mile line replacement from the Benton County Substation in St. Cloud to the Big Oaks Substation in Becker, and another 20-mile line replacement from St. Cloud to the Sherco Substation in Becker. Minnesota Power also is planning an expansion to the Benton County Substation to accommodate the new and revamped lines. The 145-mile, $365 million line will run from the Canadian border near Beattie Township, Maine, to the planned, $300 million Merrill Road Converter Station in Lewiston, Maine. Smaller components include the $15 million Fickett Road Substation in Pownal, from which an $18 million line upgrade will cover nine miles to the Merrill Road station.
