Biology Industry, an Important Way to Alleviate Energy Shortage

The development of the biology industry can satisfy an urgent need to alleviate the energy shortage, and assist in implementing a cyclical economy in China. “In (a) view from current technical status, biologic energy and bio-based material is one of the important ways for the development of new energy and cyclic economy,” said Zhang Xiaoqiang, vice director of the National Development and Reform Commission (NDRC) in giving an interview regarding the “Eleventh Five-Year Plan” for the Development of Biology Industry.

The State Council forwarded the “Eleventh Five-Year Plan” for the Development of Biology Industry prepared by the NDRC recently by Guo Ban Document Dispatch No. [2007] 23 (hereinafter refer to the “Plan”). This is the first time that the biology industry was deemed as an important strategic industry in the national economic and social development for overall planning.

“The contradiction between energy supply and demand is quite obvious in China, and the dependence on foreign oil is rising; therefore, it is not only necessary to encourage energy conservation, but also necessary to actively develop new and renewable energy products, in order to alleviate the energy shortage and to secure national energy safety,” said Zhang Xiaoqiang. Biologic energy, represented by non-grain-based fuel ethanol and biodiesel, has vast development potential. Biologic products are also naturally disposable and environmentally friendly.

The NDRC is carrying out a series of measures together with related departments of the State Council to ensure the implementing of the Plan. “Detailed policies will be worked out such as improving of mechanism, enhancing of self-independent innovation, expansion of investment and financing channels, increasing financial and taxation policy support, creation of a sound market environment, to promote the development of biology industry with reference to international experiences based on the features of the biology industry,” said Zhang Xiaoqiang.

According to the definition in the Plan, the biology industry refers to all commodities and services in various aspects of the society by the use of modern biologic technology and life sciences, mainly including these emerging industry sectors such as bio-medicine, bio-agriculture, bio-energy, bio-manufacture and bio-environmental protection.
