Uruguay's UTE Issues Third Wind Tender to Add 450 Megawatts of Capacity

Researched by Industrial Info Resources Latin America (Cordoba, Argentina)--Uruguay's state power company Administracion Nacional de Usinas y Transmisiones Electrica (UTE) (Montevideo), in conjunction with the country's energy ministry, announced a new call for tenders to contract 450 megawatts (MW) of new wind capacity, three times as much power as was sought in the first two calls of 150 MW each. UTE will purchase the electricity at $65 for each megawatt-hour (MWh). The detailed tender documents will be available in the coming week, as announced by UTE's authorities.

The call for the submission of bids requires that the windfarms must be a minimum of 30 MW and a maximum of 50 MW in generating capacity, with firms allowed to submit more than one project, not exceeding 100 MW in total. It is expected that the new wind facilities will be in operation before December 2015. Developers will be eligible to receive $110/MWh for power generated before the end of 2013, as an incentive for timely connection.

In last year's call, UTE awarded three contracts to Consorcio Venti, Fingano and Palmatir at prices, ranging from $85 to $87/MWh. These are the Carapé windfarm, the La Libertad windfarm and the Tacuarembó windfarm, currently under development. Uruguay currently has 707 MW of wind capacity in the planning stage. The country's current government expects this capacity to be available to the grid, and thus achieve its aim of 30% of installed wind capacity on the power matrix by 2016.
