Construction of Luneng Fukang Power Plant in Xinjiang Zhundong Energy Park Has Begun

The cornerstone laying ceremony for the Luneng Fukang Power Plant of Zhundong (East Zhunger) was held in Northwest China’s Xinjiang Autonomous Region on the morning of June 29, 2007. Wang Lequan, member of the Politic Bureau of Central Committee of CPC, secretary of Xinjiang Autonomous Region attended the ceremony and visited the construction site.

As a kick-off project for the Zhundong Energy Park, planned total installation capacity of Fukang Power Plant will be 3,300 megawatts. The project is scheduled to be built in three phases. Two 150-meagwatt (MW) units will be built in the first phase. The installation capacity of Phase II and Phase III will be two 300 MW and four 600 MW units, respectively. Total investment for Phase I is $157 million. The two units in Phase I are expected to be operational in June and August of 2008, respectively. Upon completion, annual power output of the project will be about 1.5 billion kWh. The project will become a backbone power source in the North Grid of Xinjiang.

Fukang Power Plant is located at Fukang city, Changji prefecture in a plain about 60 kilometers northeast of Urumchi, the capital of Xinjiang Autonomous Region. The project is invested by Luneng Group, a leading regional energy producer headquartered in East China’s Shandong province. “Luneng Group has been invested actively in the development of coal power and chemical industry in Xinjiang Region in recent years and has played an important function in securing the nation’s strategic safety on energy, promoting the development of the vast west region, and accelerating the new industrialization process in Xinjiang Region,” said Wang Lequan during his visit to the site. Xinjiang will accelerate the infrastructure construction in the Zhundong coal, power and chemical industry zone continuously, in order to attract more large-sized enterprises with strength to participate into the development of the rich coal resources in Xinjiang.

The coal reserve in Xinjiang is about 2.1 trillion metric tons, accounting for about 40% of the total reserve in China. The output of coal in Xinjiang is expected to be over 120 million metric tons by the end of the “eleventh five-year plan” (2006-2010).
