East Kentucky Power Receives Green Light for 278-Megawatt Addition

The Kentucky Public Service Commission has given the go ahead for East Kentucky Power Cooperative (EKPC) (Winchester, Kentucky) to move forward with the construction of a 278-megawatt (MW) coal-fired unit at the H.L. Spurlock Power Station near Maysville, Kentucky.

The new unit will be the fourth at the Spurlock Power Station. Architectural and engineering services are being provided by Stanley Consultants (Muscatine, Iowa) and the general contractor is APComPower, a subsidiary of Alstom Power, Incorporated (NYSE:ALS ) (Windsor, Connecticut)and Alstom SA (Paris, France). Spurlock 4 will be comprised of a coal-fired Alstom Atmospheric Circulating Fluidized Bed Boiler, a 278-megawatt steam turbine generator set plus supporting systems. The circulating fluidized bed technology burns cleaner than conventional pulverized coal-fired units.

Construction is expected to begin in the next 30-60 days, with completion expected over a 36-month period. The cooperative has stated that it will need the new unit to meet the demand that will arise when it begins supplying power to Warren Rural Electric Cooperative (Bowling Green, Kentucky), when they cease buying power from Tennessee Valley Authority (NYSE:TVE )(Knoxville, Tennessee) in 2008.

EKPC completed a similar unit, E. A. Gilbert, earlier this year, which was the third unit at the plant.
