Enstor (Houston Texas), a unit of ScottishPower's (Glasgow Scotland) (NYSE:SPI) PPM Energy Incorporated (Portland Oregon), has announced plans to construct a new underground natural gas storage facility (PEC 01008966) in West Texas. The facility will be located three miles from the existing Waha Storage Hub. The proposed $74 million Waha storage facility is designed ultimately to store up to 7.2 Bcf of natural gas and will be developed in three phases over the next six years. The scope of the surface facilities has not yet been defined, but will include a compressor station (PEC 01008967) of up to 15,000 horsepower of compression utilizing internal combustion engines to support a deliverability of 300 mmscfd and 7-8 miles of 24" diameter natural gas transmission pipeline, which will interconnect with three existing area mainline pipelines.
The Waha project is presently undergoing a permitting review with the Texas Railroad Commission and Enstor expects to receive its permits in 4-6 months time and will seek an engineering firm in the third quarter of 2004. All things considered, Enstor expects to begin sub-surface construction activities in the fourth quarter of 2004, with a completion date targeted for the first phase in 2006, which will have a natural gas storage capacity of 2.4 Bcf.
