Estuary Power Starts Up Nevada Solar-BESS Facility with More Capacity to Come

Researched by Industrial Info Resources (Sugar Land, Texas)--Solar power developer Estuary Power (Reno, Nevada) earlier this week announced that it has started commercial operations at its Escape solar farm and battery energy storage system (BESS) in Lincoln County, Nevada. The plant, although now supplying power to a Clark County regional power district and two Nevada entertainment companies, is still under construction, with more than 100 megawatts (MW) of solar capacity and battery storage still to be implemented.
Engineering, procurement and construction company Bechtel (Reston, Virginia) broke ground on the Escape solar farm in mid-2024 with plans for the facility to be completed by the end of this year. With some of the work now done, the plant is supplying 70 MW of power to Overton Power District No. 5 (Overton, Nevada), Caesars Entertainment (Reno) and Wynn Las Vegas (Las Vegas), with whom Estuary has power purchase agreements (PPAs) for the plant.
Another phase of the project that will add an additional 115 MW of solar power and the 100-MW, 400-megawatt-hour (MWh) BESS unit is still underway, with plans to be completed by the end of the year. This portion will supply renewable energy to MGM Resorts International (Las Vegas) under another PPA.
While the facility has been generating power since June, Estuary's announcement this week of the commencement of operations coincided with the completion of important components of the project's financing, including a $340 million tax equity commitment from Morgan Stanley Renewables Incorporated (Wilmington, Delaware) that was announced in January. The closure of the financing presumably ensures Estuary will be able to complete the remainder of the Escape plant in a timely manner without undue financial burden.

The 185 MW of solar generation and 100 MW of battery storage featured in the Escape plant represents a relatively small venture in comparison with what Estuary has brewing at other potential Nevada sites. Outside of the Escape project, Industrial Info is tracking five other Nevada plants planned by Estuary, four of which feature 1,000 MW or more of solar generation. In general, such large facilities, particularly those coming in above 1 gigawatt, are much more difficult to get off the ground than smaller plants, and Industrial Info has deemed most of Estuary's other planned projects as having a low probability (0-69%) of moving forward as planned.
The company's strongest shot at starting and completing another project may come in the form of the smaller Atomic solar and BESS facility in Nye County, Nevada, plans for which call for 400 MW of solar generation and a 400-MWh BESS unit. This facility faces one major stumbling block: It is meant for federal lands. Last week, U.S. President Donald Trump issued a directive subjecting wind and solar projects to increased scrutiny from Interior Secretary Doug Burgum's office. A press release said, all "decisions and actions concerning wind and solar energy facilities will undergo elevated review by the Office of the Secretary," in order to ensure that they are not being given preferential treatment in comparison to other forms of power generation such as natural gas and coal.
It is unclear how much of the Atomic facility's permitting is in place, but the project wasn't expected to break ground until next summer, suggesting that further red tape may await its implementation.
