Researched by Industrial Info Resources China (Beijing, China)--Guangdong Electric Power Design Institute (GEPDI) (Guangzhou, Guangdong), a subsidiary of China Energy Engineering Corporation (CEEC) (Beijing), signed the procurement and construction (PC) general contract for Dongguan China Power New Energy Thermal Power Company Limited's (Dongguan, Guangdong) 700-megawatt (MW) combustion turbine expansion project at the Dongguan Gas-Fired Cogeneration Power Plant on October 23, 2013. This is the first contract to be received by the GEPDI in the general contracting market for improved, 9F-level combustion turbines, the CEEC announced on November 5.

The Dongguan plant, located in the load center of Dongguan City, is a key power source invested by China Power New Energy Development Company Limited (HK.00735) (Hong Kong), a subsidiary of China Power Investment Corporation (CPIC) (Beijing), in the urban district of Dongguan City. As the first gas-fired power plant, it currently has two 180-MW, 9E-class, combined-cycle units (PG9171E) in operation.

The expansion project is the first attempt made by the CPIC to build a gas-fired cogeneration project based on improved, 9F combustion turbines in the mode of general contracting. The project received preliminary approval from the Development and Reform Commission of Guangdong Province, with consent to kick-off pre-stage preparation in November 2011.

According to the approval, the expansion project will be built with two improved, 9F combustion turbines and associated heat and steam supply facilities. The project will kick-off construction at the end of this year, and both units will begin operations in 2015. Upon completion, the project will generate electricity for users in the Dongcheng Science & Technology Industrial Park and supply steam and heat.
