Gulfstream Natural Gas Files Phase IV Pipeline Expansion with the FERC and Awards Contracts

Gulfstream Natural Gas System, LLC (Tampa, Florida), a joint venture of Williams Companies, Incorporated (NYSE:WMB)(Tulsa, Oklahoma) and Spectra Energy Corporation (NYSE:SE)(Houston, Texas), has filed with the FERC to construct its Phase IV expansion project. The new $117 million Phase IV expansion project is designed to increase pipeline capacity by an additional 155 million cubic feet per day (mmcfd) and add a new interconnection with the Paul L Bartow Power Station in Saint Petersburg, Florida. The natural gas will be consumed by the power station owned by Progress Energy Florida Incorporated through an ongoing 716-megawatt repowering project that will utilize the natural gas as a fuel source.
Gulfstream has awarded the engineering and design portion of the Phase IV expansion project to Tulsa, Oklahoma-based Willbros Engineers. The Phase IV expansion project will incorporate the construction of 17.5 miles of new 20-diameter natural gas transmission pipeline in Manatee and Pinellas Counties, with the addition of a total of 45,000 horsepower of new compression. Gulfstream will construct a new natural gas compressor station in Manatee County consisting of two new 15,000 horsepower Solar Mars T-100S turbine-driven compressor units. Gulfstream will also install a third 15,000 horsepower Solar Mars T-100S unit at its existing compressor station 410 located near Coden, Alabama, at the existing pipeline systems point of origin.
Gulfstream expects to receive its FERC certificate and to mobilize on site to begin construction on the Phase IV expansion project by June 2008. Gulfstream expects to have the pipeline portion of the project completed and in service by September 1, 2008, and have the compression portion of the project in service by January 1, 2009. Gulfstream has already completed signed agreements to supply a total maximum daily quantity of 155 mmcfd to Progress Energy Florida for a 23-year period with the delivery of 80 mmcfd commencing on September 1, 2008, and the additional 75 mmcfd commencing on January 1, 2009.
