Valero on June 10, shut down the 45,000-barrel-per-day (BBL/d) Hydrocracker 942 Unit at its 343,000-BBL/d Port Arthur, Texas, refinery, due to a fire. The cause is under investigation, and a restart date is undisclosed at this time.
Chevron on June 10, shut down the 72,500-BBL/d Fluid Catalytic Cracking Unit (FCCU) at its 260,000-BBL/d El Segundo, California, refinery, due to mechanical issues. A restart date is undisclosed at this time.
Pemex TRI continues to restart its 285,000-BBL/d Lazaro Cardenas (Minatitlan), Mexico, refinery, after the entire facility was forced offline due to an explosion on a transfer pump area on April 7. The 150,000-BBL/d Combinada May 4 (Crude) (U-10000) was restarted on May 31 and is processing 115,000 BBL/d. Expectations are to have the whole refinery online by late June or early July.
International
Petronor SA was forced to reduce throughput of the 130,000-BBL/d Crude 1 by 40% at its 220,000-BBL/d Bilbao, Spain, refinery, from June 8 to June 11, while under repairs due to unplanned issues on a pipeline. Meanwhile, the 90,000-BBL/d Crude 2 and 31,000-BBL/d Visbreaker units remain offline due to low market demand caused by the COVID-19 pandemic. The remaining units are operating at 60% capacity.
Indian Oil Corporation Limited (IOCL) has rescheduled the 21-day planned shutdown of the 26,900-BBL/d FCCU at its 160,000-BBL/d Mathura Refinery in India. The shutdown is now expected to begin by July 16. Expectations are to restart the unit by August 5. Separately, the 20,000-BBL/d Visbreaker unit has been under a 14-day de-coking shutdown since June 12. Expectations are to restart the unit by June 25.
Indian Oil Corporation Limited (IOCL) is planning a 30-day major maintenance turnaround of nine units, to begin October 15, at its 160,000-BBL/d Haldia Refinery in India. Expectations are to complete repairs and restart the units by November 13.
