Old Long Beach Generating Station Makes Comeback

The long shuttered (Dec 2004) Long Beach Generating Station (LBGS) is getting a new lease on life and going commercial on Aug 1, 2007, according to the latest research from Industrial Info. The plant originally opened in the 1950’s as Edison Power Plant #2 and was modernized in 1976, with the addition of new combustion turbine generators and the conversion of the original plant steam turbine generators to combined-cycle mode. The plant was closed because of age and inefficiency after 28 years of service to the citizens of California. LBGS was previously a combined-cycle plant with a total generating capacity of 577 MWs. The plant is currently being reconfigured to serve as a simple cycle peaking plant with a total capacity of 260 MWs. The reason for the reactivation of the plant is a call for additional power to meet demand in southern California, especially during summer peak load.

On July 20, 2006, the California Public Utility Commission (CPUC), as part of its Long-Term Procurement Proceeding (LTPP), issued a final decision that specifically ordered Southern California Edison (SCE) to procure 1,500 MWs of new power generating resources for online dates as early as possible, with an emphasis on projects that could deliver new power by August 2010. On August 15, 2006, an Assigned Commissioner Ruling (ACR) was issued from the CPUC ordering SCE to procure or build 250 MWs of new peaking power supply by August 2007. The LTPP and ACR actions illustrate the substantial need to expand power-generating resources in Southern California. The re-powering of LBGS provides a viable way to bring critical energy production capacity to the region quickly.

The Long Beach Generating Station will restart four combustion turbine generators out of seven at the plant and use the remaining units for spare parts. The CT’s will be fitted with the Best Available Control Technology (BACT) to meet existing air emission control requirements.

Long Beach Generating Station is owned by NRG Energy Inc. of Princeton, New Jersey and is operated by Long Beach Generation LLC.
