Phase I of Guangdong Huizhou LNG Power Plant Complete

The completion ceremony for Phase I of the Guangdong Huizhou Liquefied Natural Gas (LNG) Power Plant was held at Daya Bay District of Huizhou City in South China’s Guangdong Province on July 9, 2007. Wu Zhenfang, vice president of China National Offshore Oil Corporation (CNOOC) (Beijing, China), Wang Jia, Vice president of Guangdong Yuedian Group Company, Limited (Yuedian Group) (Guangzhou, China), Liu Liming, general manager of CNOOC Natural Gas and Power, Limited (CNOOCGP) (Beijing, China), and Liu Luoshou, general manager of Guangdong Power Development Company, Limited (GPDC) (Guangzhou, China), among other leaders and representatives from Huizhou City and related departments attended the ceremony.

Huizhou LNG Power Plant is located at Daya Bay Economic and Technology Development Zone of Huizhou City, occupying an area of 0.4 square kilometers, and is adjacent to the well-known CNOOC-Shell Petrochemical Project. Huizhou LNG Power Plant is an important part of the Guangdong LNG Integrated Project approved by the National Development and Reform Commission (NDRC) in 1999. Three 390 MW gas and steam combined-cycle units were erected in the Phase I project. In addition, the project also planned to build four 175 MW combined-cycle combined heat and power units.

The power plant is jointly invested by CNOOCGP (35%), Yuedian Group (33%) and GPDC (32%), with a total investment of $1.1 billion. Construction of the project officially started on February 28, 2003.

Major equipment of the three heavy combined-cycle generating units was jointly supplied by Mitsubishi Heavy Industry (MHI) (Japan) and Dongfang Electric Corporation (DEC) (Sichuan, China). Through technology introduction from MHI, DEC completed the manufacturing, installation and commissioning for the project smoothly upon more than three years of hard working. This reveals that China has stepped into a new stage in the manufacturing of heavy gas turbine-generating equipment.
