The project has been in the works for more than six years and still needs the approval of the California Coastal Commission (San Francisco, California) before shovels can hit the ground. The permit is expected to be approved next year, and construction is expected to begin late 2013. A permit hearing is scheduled for later this year.
The Santa Ana Regional Water Quality Control Board granted unanimous approval to the Poseidon project for a National Pollutant Discharge Elimination System permit. Poseidon also has cleared permit hurdles from the California Lands Commission, Huntington Beach City Council and Orange County. The company is confident enough that the project will move forward, and it has released bid packages to qualified engineering and construction firms to proceed with the final design.
The plant will utilize the latest reverse osmosis technology to convert seawater into 50 million gallons of fresh water daily. Poseidon has selected a 12-acre site next to the AES Huntington Beach gas-fired power plant on Newland Street, which is a popular beach area. The utility company plans to restart two 1960s era units for a backup plan, as the San Onofre nuclear plant remains offline.
Construction costs to build the plant are in the $320 million range, and the company also is negotiating a water purchase agreement with the San Diego County Water Authority to build a 50 million-gallon-per-day seawater desalination plant in Carlsbad, California, that is expected to be completed in 2016.
