Metals & Minerals
The cement sector is expected to see companies continue to shutter production plants as governments impose lockdowns across the region. This is evident in the Philippines and Malaysia, as several cement makers are either planning to or have shuttered plants due to government and/or transportation restrictions. Cement companies in Vietnam also are pushing back project schedules due to an expected drop in construction demand.

Southeast Asian Countries:

Vietnam
Vietnam's cement sector is seeing weaker domestic and export business when compared with the same period in 2019, due to COVID-19. Cement companies are delaying capital and expansion plans for 4 to 12 months.

Philippines
The Philippine government imposed what it calls an "Enhanced Community Quarantine" last Tuesday in its regional capital, Metro Manila, and in Luzon, the largest island in the Philippines. Cement plants in Luzon are shutting down operations one-by-one to comply with the quarantine, and some workers have been stranded on the island following suspension of public transportation.

Malaysia
Malaysia imposed a lockdown last Wednesday and restricted travel from state to state. Cement Industries of Malaysia (CIMA) is shutting down all operations to comply with the lockdown, while Vale's Teluk Rubiah iron ore terminal, the largest ore terminal in Southeast Asia, will be shut down until the end of March.
