Construction for the project started in May of 2005 and was completed during the fall this year. Victorville Municipal Utilities is scheduled to commence full commercial start-up for the new power plant at the end of December 2006. The project consisted of building a 2-on-1 combined cycle power plant equipped with two 6-megawatt natural gas-fired Solar Turbines, Incorporated Taurus 60 combustion turbines, two heat recovery steam generators and a 6-megawatt Tuthill Energy Systems steam turbine generator, all of which will provide 18 megawatts of much needed energy to meet the growing demands for Victorville.

The Industrial Company (TIC), based in Steamboat Springs, Colorado, provided the turnkey services for the project.
