NDRC Approves Large Hydropower Station in Hubei Province

Researched by Industrial Info Resources (Sugar Land, Texas)--The Pankou hydropower station planned at Duhe River received official approval from the National Development and Reform Commission’s (NDRC) 164th directors’ meeting on September 25, 2007. The Pankou station is Hubei Province’s second large-scale hydropower station to receive approval this year. The first was the 450-megawatt (MW) Jiangpinghe hydropower station in June 2007.

The Duhe River has a total water runoff of more than 500 meters, or an annual runoff of 6 billion cubic meters. The control catchment area of the Pankou dam accounts for 71.6% of Duhe River’s total catchment area. The Pankou hydropower station has a total storage capacity of 2.35 billion cubic meters, a total planned installation capacity of 513 MW and a total investment of $586.2 million. The station is a key project in Duhe’s development.

Planning of the project began as early as 1966, and the preliminary design report was approved by the former Ministry of Water Resources and Electric Power in 1986. However, the project was not initiated because of Hubei Province’s electric-power structural reform. In August 2003, preparation for the project’s feasibility study report picked up again. The station then received pre-approval from the provincial development and reform and was submitted to the NDRC for final approval in March 2006.

Pankou hydropower station is the largest hydropower project to be exploited in the province. The project will be jointly invested and built by Hanjiang Group Company Limited (Hubei, China) and Beijing Energy Group Company Limited (Beijing, China), with the total construction period estimated to last three years and seven months.
