In Dover, Delaware, Calpine will construct the Garrison Power Station. The company hopes to begin construction in mid- or late 2013 and begin operations at the plant in 2015. This $400 million power station will be a 1-on-1 combined-cycle station located in the Garrison Oak Technology Park, which is owned by the City of Dover.
Calpine plans to select a turbine technology provider for the project in late 2012 or early 2013. The facility will use a 180-megawatt (MW) combustion turbine-generator set with supplemental-fired heat-recovery steam generator (HRSG) and a 129-MW condensing steam turbine-generator set, giving a total generating capacity of 309 MW. Once the plant becomes operational, Garrison will be a peaking facility that provides power to the Delmarva Power and Light transmission system for the Cartanza substation. The planned 2.5-mile, 230-kilovolt transmission line from Garrison to Cartanza will require between $8 million and $10 million to construct.
Calpine is undecided if it will add a combined-cycle unit at the Edge Moor power plant in Wilmington. If Calpine goes through with this project, it will also be a 1-on-1 combined-cycle configuration using a 180-MW combustion turbine-generator set with a supplemental-fired HRSG and a 120-MW condensing steam turbine-generator set. If the company moves forward with the project, construction is expected to begin in 2015, with operations set to begin in 2017. The Edge Moor plant is a 710-MW natural gas-fired power station.
