Canadian Oil Exports Rose in 2025
Canadian crude oil deliveries to the United States showed an increase from 2024 levels. Some markets in the midst of refinery woes weren't so lucky, however.

Total Canadian crude oil exports to the United States were above year-ago levels in 2025, though deliveries to the import-dependent West Coast declined, national data show.The Canada Energy Regulator (CER) published data to December on exports of crude oil, natural gas and liquefied natural gas (LNG). Accounting for about 60% of the total amount of foreign-sourced crude oil to the United States, Canadian data show levels have been on the rise.
Total deliveries to December 2024 averaged 4.2 million barrels per day (BBL/d). That increased to 4.3 million BBL/d to December 2025, with levels last year reaching as high as 4.6 million BBL/d, Canadian data show.
Some deliveries are listed as "confidential" by the CER, which may skew some of the data. Over the seven-day period ending February 13, U.S. federal data put the four-week moving average at 3.9 million BBL/d.
PADD II, the Great Lakes region, gets most of its crude oil from Canada, with various cross-border arteries delivering to the likes of the BP's refinery in Whiting, Indiana. One of the larger facilities of its kind, Whiting can handle as much as 430,000 BBL/d. West Coast Not So Fortunate
It's another story for western markets, however. PADD V, which covers states such as California and Washington, saw Canadian oil arrive at around 435,000 BBL/d in December 2024. That dropped to 282,000 BBL/d by the end of last year.A series of measures targeting the California refinery sector have led to closures, prompting the state to look outside its borders for refined petroleum products. Mike Wirth, the chief executive officer at Chevron Corporation, said during a January 30 conference call that unfriendly policies in the state made it "difficult to invest" there.
Phillips 66 recently laid off all but a skeleton crew at its Los Angeles refinery complex after receiving its last delivery of waterborne crude oil last year. Combined with Valero's refineries in Benicia, which are set to close in the first quarter, the state will be down some 290,000 BBL/d in refining capacity. Canada, meanwhile, is looking to expand non-U.S. trade given the unraveling of bilateral relations since President Donald Trump returned to the White House last year. The provincial government of Alberta is proposing a new export artery that would complement the Trans Mountain Pipeline, the only major Canadian network capable of delivering crude oil outside North America.
What About LNG?
Elsewhere, British Columbia last year heralded the start of LNG exports with the launch of its LNG Canada facility in Kitimat. On Monday, operators said the facility had delivered its 50th cargo since exports began last year.South Korea last year received the bulk of the cargo from LNG Canada. As a whole, all of the deliveries last year were to either China, Japan, South Korea or Taiwan.
The provincial government of British Columbia is eager for more LNG exports, and Prime Minister Mark Carney singled out LNG as part of a list of nation-building projects meant to diversify trade.
Canada, meanwhile, remains a net natural gas exporter to the U.S. economy. Over the five-day period to February 25, IIR Energy in its NATGAS Today report put total Canadian natural gas deliveries at around 5.5 billion cubic feet per day (Bcf/d), compared to 5.3 Bcf/d for year-ago levels.
