China Huadian's Xishan 700-Megawatt Cogeneration Power Project Receives Preliminary Approval

Researched by Industrial Info Resources (Sugar Land, Texas)--The Huadian Xishan 700-megawatt (MW) cogeneration power project in Urumqi received preliminary approval from the National Energy Administration (NEA) recently, according to Huadian Xinjiang Power Generation Company Limited (Urumqi, Xinjiang), a regional subsidiary of China Huadian Corporation (Beijing) in Xinjiang.

Huadian Xishan cogeneration power project is located in western Urumqi, about 2.8 kilometers from the Urumqi-Kuitun Expressway. In early 2007, Huadian Xinjiang signed the cooperation agreement for the Huadian Xishan thermal power project with Urumqi Economic and Technology Development Zone, which clarified that China Huadian Corporation would build a large-scale combined heat and power (CHP) project in Xinshan.

Xinjiang Electric Power Design Institute (Urumqi) and Shandong Electric Power Engineering Consulting Institute (Jinan, Shandong) were then mandated to carry out the feasibility study for the project. According to the initial plan, two 660-MW CHP units and associated heat supply pipeline works would be built in Phase I. Site preparation began in 2008. The plan of Phase I was then changed to two 350-MW supercritical coal-fired CHP units, together with 53.4 kilometers of primary heat supply pipeline and five heat exchange stations in early 2010. The environmental impact assessment for the new scheme received approval from the Environment Protection Administration of the Xinjiang Autonomous Region in November 2010.

Presently, the owner is working on the tendering of the main equipment. Invitation for bids for the supply of turbine, generator and boiler sets was issued on May 5, 2011. Subject to final approval of the National Development and Reform Commission, construction of the project will be officially kicked off in the second half of this year, and the entire project is expected to begin operations in the first half of 2013.
