China Publishes 12th Five-Year Development Plan for Coal Industry

Researched by Industrial Info Resources China (Beijing, China)--The National Energy Administration of China officially published the 12th Five-Year (2011-2015) development plan for the coal industry on March 22. According to the plan, China's coal production capacity will reach 4.1 billion metric tons in 2015. The capacity of large-scale coal mines will reach 2.6 billion metric tons, accounting for 63% of the total. Coal mines sized above 300,000 metric tons per year will reach 900 million metric tons, accounting for 22% of the total. Production of small mines with capacities of less than 300,000 metric tons per year will be capped at 900 million metric tons. By 2015, the national coal output will be about 3.9 billion metric tons, and more than 65% of coal will be cleaned.
For coal mine construction, excepting 360 million metric tons per year of under construction from the previous five-year plan, another 740 million metric tons per year of new projects will begin construction, and the newly commissioned capacity will reach 750 million tons per year during the 12th Five-Year Plan. By the end of 2015, China will establish 10 coal enterprises with a 100 million-ton-per-year capacity and 10 with a capacity of 50 million metric tons per year. This coal output will account for more than 60% of the national coal output. Through merging and reorganization, the number of coal mining enterprises will be maintained at less than 4,000 with average capacity of more than 1 million tons per year.
The mechanization level in national coal exploitation will be more than 75% by 2015. The mechanization rate for large-scale coal mines will be more than 95%; the rate for middle-sized coal mines with capacities above 300,000 tons per year will be more than 70%; and small mines with capacities of less than 300,000 tons per year will be at least 55% mechanized. By the end of 2015, China will have 60 coal mines with production capacities of 10 million tons per year, representing a combined t0otal production capacity of 800 million metric tons per year. The number of safe and high-efficient coal mine will reach 800, with total production capacity of 2.5 billion metric tons.
