Plans are to construct a 2.6 mile extension to the Miami-Dade Transit rail line connecting the existing Earlington Heights station to the proposed Miami Intermodal Center (MIC) at the Miami International Airport (MIA). The project will include an elevated guideway with two tracks and a new transit station at MIC. Final design is expected to be complete in October 2006. A general contractor is expected to be awarded in the fall of 2006 or early spring 2007, and construction is anticipated to begin in the spring of 2007, with completion slated for 2011.

Miami-Dade County, often referred to as the "Gateway to Latin American and the Caribbean," is the largest metropolitan area in the state of Florida and is located along the southeastern tip of the Florida peninsula. Since its formation in 1957, Miami-Dade County has had a two-tier system of government. Comprised of a large unincorporated area and 30 incorporated areas, or municipalities, it is governed by the mayor and 13 commissioners. More than 1 million people live in the unincorporated area of the county. In 2003, the total population of the 34 municipalities was 1,217, 896. On November 13, 1997, voters changed the name of the county from Dade to Miami-Dade to acknowledge the international name recognition of Miami.
