LADWP Completes Construction of 584 Megawatt Combined-Cycle Expansion in Los Angeles County

Los Angeles Department of Water & Power (LADWP) (Los Angeles, California) has completed construction and is performing startup testing (Plant 1509677, PEC 06002892) of a $228 Million expansion project for the Valley Generating Station located in Sun Valley, California in (Southern) Los Angeles County.

LADWP began construction on the combined-cycle expansion project in January 2002, and is slated to have the project in full commercial operation before the end of this month. The expansion consisted of replacing four existing utility boilers with two 172-megawatt dual fueled (Natural Gas and No.2 Fuel Oil) GE Power Systems MS7001FA PG7241(FA) combustion turbine generators.

The combustion turbines will be attached to two Alstom Power Incorporated (triple pressure reheat) heat recovery steam generators (HRSG) equipped with duct burners and selective catalytic reduction (SCR) to reduce NOx emissions. The hot exhaust gases from the combustion turbine generators will be directed through the HRSG's to a 240-megawatt GE Power Systems condensing steam turbine generator, all of which will be capable of generating a total of 584 megawatts.

Ben Holt (a subsidiary of Bibb & Associates) headquartered in (Lenexa, Kansas) with joint venture partner The Industrial Company (TIC) (Steamboat Springs, Colorado) is providing the design engineering, commissioning and performance testing. Kiewit Industrial (Omaha, Nebraska) was the construction subcontractor.
